Why do casino craps tables use five dice?

We were wondering why casino dice sets come in a set of five. I'm sure there is a specific reason for it, but why five versus four or six etc.
i'll assume you know something about craps. the shooter chooses two dice. now if the shooter is a complete spaz and throws both dice off the table, they will still have three dice to choose from, as opposed to having to have to use the last two, or

No real legal reason, it's just so the 'shooter' has his/her choice of 5 dice when picking out two. The 'stickman' will push out the dice, the 'shooter' selects and the game of craps continues.

ALBANY — There is one group that definitely won’t be cashing in on Gov. Cuomo’s push to legalize casino gambling in New York — politicians.
Tucked inside the 2012-13 budget proposal Cuomo released last week is language forbidding lawmakers from having a hand in the till in an industry the governor wants to better regulate.
Elected officials, government employees and political party types would be barred from owning any stake, including stock, in licensed gaming companies.
